Since 1992, Monk & Associates, Inc., (M&A) has provided biological environmental services to public and private organizations.

Monk & Associates specializes in: 1) the preparation of EIR/EIS biology sections pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA); 2) wetlands planning and permitting assistance pursuant to Sections 404 and 401 of the Clean Water Act, and Section 10 of the Rivers and Harbors Act (as administered by the U.S. Army Corps of Engineers and the California Regional Water Quality Control Board); 3), preparation of biological constraints analyses (assessments), mitigation and monitoring plans, and habitat restoration plans; 4) due diligence reports which are prepared for our clients in advance of their acquisition of prospective development properties. These reports can be at a “fatal flaw analysis” level, or more lengthy and thorough for inclusion in lead agency (e.g., City/County) project applications.

Monk & Associates has extensive experience designing and overseeing the construction of wetlands that include vernal pools, fresh and salt water marsh habitats, and stream channel enhancement wetlands. We also offer assistance with the preparation of Streambed Alteration Agreements pursuant to Sections 1602 of the California Fish and Game Code (as administered by the California Department of Fish and Game), and applicants with the preparation of endangered species “incidental take permits” pursuant to the California and Federal Endangered Species Acts.

In addition, M & A conducts special-status plant and animal surveys (for endangered and threatened plant and animal species) as required to address environmental permitting concerns.
